You don't need "" with a single word or concept. "U.S." is already one phrase but the rest looks pretty good! Remember, though, that " " also encloses a phrase that stands as a phrase to "indenti* and card" will only pull phrases that look exactly like that.
ReplyDeleteI was worried that identity AND card would be too broad and lead me into Social Security card areas. Also, just wasn't sure about the U.S. thing. Actually thought about leaving it out, but though it might produce some hits. Thanks for your advice!
